Sick shih-tzu

Hi all, sorry for the double post. I posted this question under new members and thought maybe I should post it here as well.

Hi all, I'm from Virginia and it's so nice to meet all of you. I have a question. My shih-tzu (Nutmeg) is 3 years old and lately she has been acting very strange. She will not eat, makes these funny noises as if she is trying to swallow, doesn't enjoy her walks anymore, and is just very lethargic. I took her to the vet and they did blood work and abdominal xrays and said everything is okay but it can't be. She's just not the same dog. We have tried changing her food but she still won't eat. Does anyone have any suggestions? I think I might take her to another vet.
