Ok, Conner's problem with coming is cured-he stays on a chain while hes outside.

But now....

I have a different problem. The little guy still isn't housebroken! He pees on the floor at least once a day, and since he doesn't whine at the door, I never know when he needs to go out. I've gotten advice that using a bell is a good idea, but Conner is the type of dog that takes advantage of things, I teach him to ring a bell, thats all you'll ever hear.

So, are there any other ways to housebreak him? Anyone ever had this problem before?

You could focus on a thorough cleaning with a product like Nature's Miracle to get rid of smells only he can smell.
Never let him out of a responsible persons sight - the second he goes to make a mistake - snatch him up take him outside and let him finish.
If someone can't be with him crate him in a crate that is only big enough for him to stand and lie down in.
Maybe put him on a schedule. See the link for suggestions on ensuring he needs to go when you put him out.

I agree, he needs to be taken out on a regular schedule for potty breaks. Maybe have a piece of paper by the door so every time he's taken out, it's written down, so that everyone knows when he was out last.
