Maya has to go out with a cable attached to her harness, or she'll jump the fence. The cable is always attached to the harness, and I just hang the harness on the outside of the back door. I have her sit, and open the door just enough to grab the harness, and put it on her inside. If you don't have anything to attach a cable to, you could just sink a stake into the ground like I did and attach a cable to that. The only thing that isn't buried is the chain that the cable it attached to.

Update:

Okay, I make him sit for his food and water, sit and stay before he comes on the couch, sit and stay before we go and a walk, and lay down for a bone. That's all so far. No nipping so far! :D

good question...I would yell NO in a very firm voice, and then forego the walk, remember, the walk is a reward. run him thru standard obedience as a reminder. sit, stay, lay down...etc. then treat him when he obeys and try to put the leash on again. if he again tries to nip, standard obedience again. this is sounding like a stubborn dog, and needs a firm handling to stop this. he still hasnt accepted his demotion. if he does not comply, then demotion may be necessary after all....
