When causes "Cherry eye" ????

I have a 4 month old english bulldog, and it looks like he could have "cherry eye". I just noticed it tonight and am taking him to the vet asap to be certain. But I would like to know what exactly causes it. I know that certain breeds are prone to it, but am just curious as to why. I am also wondering how much surgery could potentially cost me. Just a ball park. I know nothing can be exact but just so I have some sort of idea.
