Hi all,
Just bought a 3 mo old Japanese Chin (toy). Whenever I put the collar and leash on him, he just sits there and doesn't walk when pulled. Anyone have some surefire tips for leash training? I would really appreciate your help and trade you free legal advice! Thank you!

Here's a short answer, I'm sure you will get more detailed info.
First, remember your pup is truly just a baby and needs to learn in baby steps. Always make putting his collar and leash on a happy low stress event. While in the house or in a fenced area, attach the leash to his collar and just let him drag it around. This is foreign to your baby so let him get used to it gradually. If he sits in one place with the leash on, go a few feet away, sit down and see if he will come to you. Keep it low key and praise him if he does. Once he is used to having the leash attached to his collar, try holding it but just follow him around the house or the fenced area at first. Gradually, call your puppy to you, when he reacts, praise him. At first, he might only turn his head when you call, praise that reaction as well. Remember, baby steps. If he has a favorite toy, use that to excite his interest in coming to you. Gradually, use the toy or a tiny treat to encourage him to follow you. Do NOT put pressure on the leash yet. Build on the baby steps, you want your pup to walk nicely on a leash because he has learned it is a GOOD thing, not just something he has to do.

You have a very small breed and he is in a new scary environment taken away from his Mum and his siblings. Just for now put the collar on his neck and let him wear it about the house. Crouch down to his level and call his name and reward him with a small tidbit when he comes to you. You must make sure that everything is positive for him in his exercise so use a lot of praise and tell how good he is. Use a light weight nylon lead and before you put it onto the collar just let him sniff it and let him get used to what it is so that it isn't a big surprise. Attach the lead and again crouch down and call him but keep the lead very very slack. Praise and reward him again. Repeat this exercise and every now and again when the puppy is coming towards you, give the lead a light gentle tug.

Keep doing this and soon he will be walking on his lead with no problems.
