That would be a severely miniscule amount, but would have no affect on the race itself. And it would depend on the dog licking everyplace he was handled. Cocaine speeds you up. If there were more than trace amounts in the bloodstream, I would think it was a deliberate attempt to make the dog more hyper. to run faster.
