i need help with house breaking

i was a member but due to computer probs i became inactive and just have'nt made a new account. Anyway we have a 12 week old puppy. the problem is that he paper trained himself when he was younger. now he wont even try to learn that outside is where he goes. he loves to be outside so we put him out there with our other dog for awhile untill he wants back in. But as soon as we let him in he immediately goes on the paper we keep down just incase. but when there is no paper he goes on the floor. we tell him no, take him outside after he eats, sleep and all of that but he's just not getting the concept. so could someone give me a little advise, thanks :P

crating helps train them, they usually dont soil their own dens. Right now, he considers your whole house his "den"....If crating is not possible, then put him in a smaller room with a tiled floor, and his papers, and then take the papers outside on every trip outdoors. Put the papers in the same place, the place you want him to go, and then praise him greatly when he goes there. If you crate, the crate should only be big enough for him to stand up, turn around and lay down comfortably. Any bigger, and he will go in it. Put his bed in there, but not his food or water. Make sure you uncrate him at least every three hours, depending on his age, and take him outside immediately. It's generally one hour for evey month the dog is old, so at 8 monts, he should be able to hold it for 8 hours (in case he's a rescue). Some people think this is cruel, but there is instinctive logic behind it. When wolves are puppies, they are denned. Mom cleans the den until they are old enough to leave it, but the dogs never soil in their own beds, only on the other side of the den. That's why the crate needs to be small. They start leaving the den at 3 months, and they dont soil in it any time after that. This is where crating helps. They feel secure in a den.
If he has an accident, dont yell at him. Clean it up and take it oustside, to
show him where he should go. then praise him when he does.
