I think if the dog was NOT yet in distress, I'd put the flyer and watch to see if the owner came out soon. If the dog is in distress, forget the flyer, call the police or animal control. You might also go into the store, restaurant, etc and have the owner paged or just yell that the dog in the 'car make' & 'model' is overheating and it's dangerous for them to be in the car.
