THE ARKANSAS ANIMAL CRUELTY ACT

TO STOP EXTREME FORMS OF ANIMAL CRUELTY

*Act 1 increases penalties for extreme and malicious cruelty to animals, such as burning puppies or tossing animals off of high buildings. It does not alter the misdemeanor law for less serious offenses such as unintentional neglect. If voters pass Act 1, Arkansas would be the 38th state to adopt felony penalties for extreme animal cruelty.

*The measure also takes aim at the gruesome and barbaric practice of cockfighting, where sharp knives are attached to the legs of roosters and they hack one another to death for the amusement and illegal wagering of spectators. Dogfighting is already a felony in Arkansas. Cockfighting should be, too.

*Act 1 specifically exempts legal hunting, fishing, and livestock practices. Respected retired justices from the Arkansas Supreme Court have stated that the measure was carefully drafted to protect farmers and hunters. The Arkansas Democrat Gazette stated in its endorsement of Act 1, "This proposal to stop animal cruelty has nothing to do with farmers or hunters or other law-abiding folks....It's aimed at the kind of people we should all be afraid of. The ones who kill and torture for fun." (4/1/02)

*Mountains of sociological evidence show a linkage between extreme cruelty to animals and domestic violence. Child and spouse abusers often begin with cruelty toward animals. Extreme animal abusers are a menace to society, and they should get more than a slap on the wrist.

:evil: Please help! The Farm Bureau, which is really nothing but an insurance agency, is telling the most outrageous lies and scare tactics on the farmers and ranchers...for example:

If we make animal cruelty a felony....you will

1. be in court for shaving your cattles
2. castration and depolling will be illegal
3. you will go to jail for killing a snake
4. this will stop animal research. (this is covered by Federal law)

NONE of this is true...the ONLY ones we want to go after are the sub-human slime that torture animals! The ACT very clearly states that normal farming and ranching will not be afected in ANY way.

The Farm Bureau has a long history of being against just about everything...

1. Safe Drinking Water Act (to lower the amount of arsenic allowable in the water from 50 PPM to 10 PPM)

2. numerous environmental protection acts

3. a voter protection act...will have to the right name

I have a friend who is a judge who hears child abuse cases and another who is a child psychiatrist. Both have said it will be a tragedy for the children of this state if this act is defeated because of the strong link between child and animal abuse. (about 88%)

:evil: The Farm Bureau is not content with telling lies and using scare tactics. We found out that they took a $5,000 donation from the Cockfighters association.

The money was for helping defeat this much needed bill.
